Rafail Portnoy

Rafail Portnoy is the CTO of the State of NY Metropolitan Transportation Authority.
Prior to the MTA, Portnoy was the SVP of Technology at the Anti-Defamation League. Before that, he was CIO at Safe Horizon, the largest domestic violence victim’s assistance agency in United States. In this capacity he was responsible for all aspects of Information Technology, overseeing project management, application development, and IT infrastructure support teams.
Portnoy has over 18 years of technology experience, with over 10 years of managing complex IT environments. Prior to joining Safe Horizon, Rafail was a founding CIO at The Levin Institute and held a variety of technical and management positions at IBM Corporation.
He holds a B.B.A. degree from Pace University and an M.S. from Polytechnic University.
